As an environmentally conscious person, I would be willing to exclusively use a rental car company that only had a fleet of hybrid, or in the future hydrogen cell powered or electric powered vehicles. Such a rental car company can promote the environmental cause of lower emissions but can start to create a market for such vehicles. They can have the specialized refuleing stations at their rental car sites. For companies it would be profitable as they could capture an entire niche market.
